Altria Client Services’ role is to help Altria Group and its operating companies responsibly meet their business goals by providing the high quality services they require in a financially disciplined way. We are currently seeking a highly qualified Manager, Regulatory Advocacy to join our Regulatory Affairs department in Richmond, VA. The selected candidate will develop and manage regulatory advocacy and engagement strategies on selected FDA-related issues.

Specific accountabilities include:


  • Managing cross-functional teams to develop and execute strategies to educate and inform the FDA on key tobacco issues.
  • Developing engagement and advocacy materials on issues under consideration by FDA to include written submissions, presentations to the Tobacco Products Scientific Advisory Committee, etc.
  • Preparing written materials designed for numerous stakeholders, including the FDA, employees, the trade, suppliers, etc. as means to communicate the positions of the tobacco operating companies.
  • Serving as a liaison to selected operating and service company functions to ensure Regulatory Affairs is effectively representing the business objectives and strategies on advocacy-related work.
  • Creating and managing processes to ensure consistency of advocacy efforts across issues and to identify emerging issues.
  • Monitoring dockets and other stakeholder filings on assigned topics and preparing related analyses.
  • Qualifications include:


  • A Bachelor’s Degree in political science, public affairs, public policy or a related field. Advanced degree preferred.
  • A minimum of 5 years of experience in public affairs, corporate communications, external affairs or related areas. This experience, coupled with previous experience research and development, product development, health sciences or a related discipline would be especially beneficial.
  • Demonstrated experience analyzing laws, regulations and compliance requirements to develop and execute advocacy strategies.
  • A thorough understanding of legislative, regulatory and legal processes.
  • Advanced written and verbal communication skills.
  • Demonstrated experience leading cross-functional teams.
  • The ability to influence without authority, along with advanced strategy development and critical thinking skills.
