Emergency Response Manager
Overall Purpose of Job:
The Emergency Response Manager assumes overall responsibility for the timely reaction to humanitarian emergencies on the project site.

Primary Job Duties/Functions:

1. Respond to emergencies under Fluor’s emergency unit.
2. Provide rapid needs assessments.
3. Overall responsibility for project program coordination within and accountable to the managers.
4. Develop concept notes, proposals and oversee the implementation and financial management of emergency-related projects (potentially includes development and/or revision of budgets, staffing plans, reporting, mentoring and evaluation, accountability, etc.
5. Develop and maintain systems to ensure all actions identified during planned inspections, incident investigations and safety communications are tracked for completion.
6. Administer safety tracking record keeping systems; prepare and issue monthly safety performance reports to management.
7. Coordinates disaster response/crisis management plans with designated HES Manager.
8. Implements the site safety, security procedures and project work rules and plays an active role in the development of the safety culture on the project, making safety a natural part of all work performed.
9. Provides mentoring/people development for direct reports.
10. Work with local and regional agencies in the area to coordinate ER resources
11. Establish the Incident Command System process for activation in the event of an emergency
12. Train senior management on their roles in Emergency Response situations
13. Maintain a high level of readiness and fitness for all ER team members.

Working Conditions:

1. Project site/field working conditions.
2. On-site project workspace of various conditions which may include temporary office facilities and exposure to moving, mechanical parts and vibration; high, precarious places; fumes or airborne particles; and various levels of outside weather.
1. N.F.P.A. -1021 Level II minimum, Level IV is preferred Fire Officer Professional Certification.
2. N.F.P.A. -1041 Level II minimum, Level III is preferred Fire Service Instructor Certification.
3. N.F.P.A. -1001 Level II Professional Firefighter Certification.
4. N.F.P.A. - 472 Technician level minimum, Command level is preferred Hazardous Material Responder Certification.
5. N.F.P.A. -1006 Technician Level Certification (rope rescue, confined space rescue, vehicle rescue, preference for water, ice, machinery rescue).
6. N.F.P.A. – 1031 Fire Inspector/1035 Fire Educator Certification is preferred.
7. EMR/High Angle Rescue Certification.
8. Current registration with the British Columbia Emergency Medical Assistants Licensing Board (EMA).
9. Minimum ten to fifteen (10-15) years experience working in a similar role.
1. Ability to communicate and interact with employees at all working and management levels.
2. Successfully performed in a similar role on a major portion of a medium-large sized project.
3. Possess critical thinking and decision making skills.
4. Fluent in English with above average writing skills.
5. Strong presentation skills including public speaking.
6. Ability to attend to detail and work in a time-conscious and time-effective manner.
7. Valid driver’s license.
